Note from Robert Keller; As a kind and gentle reminder, if you're an international referee, in order for you to renew your IPF Category I and II credentials, referees are required to have at the minimum, at least four [4] National or International Powerlifting Championships between 2004 - 2007. Please contact either Bill Clayton or myself, if you have any questions regarding re-certification of your credentials. Bill and I would like to have all of the applications to the referee registrar by October 01, 2007.
USAPL News:
The Following are exerts from the June edition of Powerlines
USAPL Safety:
Last November during the meeting of the 2006 IPF Congress and in the wake of some accidents that occured during some meets, a proposal was adopted which went into effect January 1 of this year which required safety stands be used during the peformance of the bench press competion in IPF meets. In his recent report contained in the June edtion of Powerlines, USAPL Technical Committee Chairman, Robert Keller advises that "the ER Safety racks for the Bench Press will now be in use at all of our National Championships for the remainder of this year and mandatory at the beginning of 2008."
Compliance:
In the section of his report called "Raising the Bar: A review of some technical rules/standards," Keller reminds lifters of the following:
1) That raising the head during the performance of the bench press is not allowed
2) That shin length socks are required to be worn during the performance of the deadlift.
3) He also notes that "bench press specialist" are coming to the platform with "over sized singlets." He reminds all that "the IPF technical rule regarding the wearing of a singlet calls for it to be form fitting."
Raw/Unequipped:
In comments made recently (Raw/Unequipped Lifting) concerning the growing demand for raw/unequipped lifting, Technical Committee Chairman, Robert Keller’s revelation that knee sleeves/leg warmers are allowed while lifting raw in USAPL meets was an unexpected but welcomed surprise. Especially for older lifters (like myself) who would benefit from the use of those items, yet feel that knee wraps tend to give more than just support when lifting and is not consistent with the term raw.
In his second point, Keller hints that despite resolutions in 2000 and 2006 affirming the USAPL’s definition of raw lifting, it is likely to be explored once again as there are officials within the federation who wish to see lifting raw limited to a belt and singlet (no wrist or knee wraps).
Finally, his opinion appears to be heavily weighted towards only allowing raw lifting in competitions at the state and local level so “that this form of lifting” be “a means of development to encourage novice and first time lifters to take part in our great sport” despite the addition of a raw/unequipped division at the Arnold Sports Festival and a pending proposal that is to be made during the meting of the 2007 National Governing Body that the USAPL “establish a set of American Records for this form of lifting” when it meets in St. Louis on July 13.
Referees:
All referees should bring with them to each championship, their referee credentials that were issued to you by the National Office after the passing of your examination. More importantly, it is very important to have your referee book signed by the technical secretary or chief referee immediately at the end of each championship. This is to ensure that if there is ever a dispute as to which, or how many competitions you have officiated, the credentials with respective signatures will be requested to verify your officiating activity. Also, it is important that each referee have a patch to signify the grade/level of certification. This is to be displayed on your blazer at each championship.
Elbow Impairment:
The updated IPF Technical Rules for 2007 require that "If anatomically, the arm/arms cannot be fully extended the lifter must produce a certificate issued by the Medical Committee." Now, on this issue, if you're a lifter heading to either a national, or especially a world championship, I would recommend applying for this waiver. Also, I am going to request that referees and meet directors to use some forethought when applying this rule, especially at the local, state and at the national level. If a lifter presents their anatomical impairment to you, and is not aware of the new rule, please advise them accordingly, and allow them to lift. Next Level has two lifters this weekend, one in in the Saturday AM and the other in the PM session. Unfortuantely, they are currently without a coach as we all had previous obligations this weekend. They can help each other out, but they have never been to a National meet before. Is anyone going to be there that may be able to keep an eye out on them for me? Do things like make sure they don't put their attempts in as pounds? If so, please email me: Disa Hatfield

ELIGIBILITY: Open to all USA Powerlifting Registered Lifters who have competed in a USA Powerlifting Meet since January 1st, 2006. Local lifters may check with the Meet Director or the Nebraska State Chair for opportunities to qualify.
