News Letter 6/18/07
Several proposals are to be considered when the NGB meets on July 13 in St Louis. One, which is a bit more comprehensive than the other two proposals, would establish a annual Raw National Championship. Lifters would need to qualify by competing in another meet during the current or prior calendar year, knee and wrist wraps would be allowed and accounting of national records would be established.
A second proposal would redefine what is considered raw lifting. It removes allowing knee wraps from the current mandate. A third proposal would establish a limited gear division where meet directors/promoters in each state could limit the amount of gear to be used in a sanctioned meet but unless the meet meets the critieria established by the USAPL in defining raw lifting, would not be called raw.
While the first proposal would satisfy most proponents who wish to see raw finally be recognized as a viable part of the sport, therefore worthy to be competed and have records kept at the national level, in defining raw as including knee wraps for most and wirst wraps for others, will likely be self defeating. While some lifters will support competitions competed under the mandates of the first proposal, the incentive is probably not enough to attract others. Especially considering that there are already federations who do keep national records and define raw lifting in a manner which is more consistant with their philosophical ideals. Despite not enjoying the same presitge found in lifting in the USAPL, it is in the other federations where they find like minded lifters and the opportunity to compete with the best of their peers.
What would be hoped is that the NGB accept the first proposal and then ammend it with the second proposal so that the definition of raw lifting would read; excludes supportive suits, shirts and knee wraps.
I remain cautiously optimistic that we will see the USAPL take this signifcant step. I hope my concerns are unfounded. But, from information released by at least two members of the Executive Committee (EC) recently has caused me to speculate that there was indeed not much interest on the part of the EC. Especially when they stated as much that raw lifting should be encouraged at the state level in what has been described as a developmental program to enable new lifters entering powerlifting for the first time to gain experience before venturing into the world of equipped lifting and as a tool to attract lifters to the federation. Was this simply an effort to help move the raw initiative in the right direction or simply clarifying the position of the EC? Then more recently, when one of the noted EC members even went as far to state his unwavering loyalty to certain equipment manufactures due to the support they've given to the federation, I felt that I had my answer. Through statments made, I'm very concerned that the members of the EC are not interested in disturbing the status quo while giving its interested members and other prospective lifters a cursory pat on the head and then back to business as usual.
Again, I hope I'm wrong and reading too much into it. I along with many others hope and encourage that the EC along with the NGB will give these proposals serious consideration when they meet in July. I would urge them to look at the two proposals and consider going in the direction of not allowing knee wraps. I think in accepting the third proposal will only cause confusion. Besides, if the USAPL ultimately allows knee wraps, you will have the limited gear division being proposed by the third offering.

9) Clarification of terms, outstanding lifter and champion of champions. These two "titles" have been used incorrectly in common practice at meets for many years.There is a difference......"outstanding lifter" is figured by formula for all lifters, whereas "champion of champions" should only be selected from first place winners by formula.

Note from Robert Keller; As a kind and gentle reminder, if you're an international referee, in order for you to renew your IPF Category I and II credentials, referees are required to have at the minimum, at least four [4] National or International Powerlifting Championships between 2004 - 2007. Please contact either Bill Clayton or myself, if you have any questions regarding re-certification of your credentials. Bill and I would like to have all of the applications to the referee registrar by October 01, 2007
USAPL News:
The USAPL has released the agenda (Word doc/PDF) for the upcoming meeting of the National Governing Board. the NGB is scheduled to meet on Firday, July 13, 2007 in St Louis, the site of this year's Men's Nationals Powerlifting Championships.
Some of the items to be discussed, considered and voted on are (I've summarized):
1) Submitted by Robb Grisham- a proposed change in the by-laws in which state level officials, such as state chairman, will be subject to re-election by the members of the state every two years instead of annually.
2) Submitted by Regina Hackney and and Jack Morris- a motion to change the wording and requirements for taking the National Referee test. The concern is that with the current wording, state referees are eligiable to take the national test with very little experience.
3) Submitted by Regina Hackney and Jack Morris- duties of the Technical Secretary. The concern is that Technical Secretaries are dividing their time between performing the duties assign to the Technical Secretary and coaching. While they coach, duties are turned over to "part time" Technical Secretaries.
4) Submittted by Regina Hackney and Jack Morris- the wording regulating requirments to take the Cat 2 internaitonal referee test. Again, the concern is that it allows candidates with little or no experience to be eligiable to take the test.
5) Submitted by Regina Hackney- doping controls. The concern is that unless someone is assigned by the Doping Committee to be responsible at each meet for ensuring quality control, adminstrative actions now performed by the Technical Secretary could result in incomplete paper work and possibly having smaples that do test positive contested on the grounds of inadequate protocol.
6) Submitted by Sherman Ledford- Men's world Team qualifciation. Would take the winning Wilkes total for the last three years, average that and take 95% to establish a new qualifying Wilkes total.
7) Submitted by Harold Gaines-the the NGB establish a annual Raw Nationals.
8) Submitted by Priscilla Ribic- establishes a standardized national lifting platform.
9) Submitted by Priscilla Ribic- that the Women's Nationals be a qualifier for the World Bench Championships.
10) Submitted by Shawn Cain- change the USAPL's definition for raw lifting to exclude,supportive shirts, suits and knee wraps.
11) Submitted by Shawn Cain- allow meet directors at the state level to hold limited gear competitions.
